Peter W. Dillon, MD, MSc

Dillon, MD, MSc, serves as executive vice president and chief clinical officer for Penn State Health and vice dean for clinical affairs at Penn State College of Medicine. As the chief clinical officer, he oversees the clinical activity and program development of more than 1,500 physicians and advanced practice providers across its four hospitals and 127 ambulatory settings.
Previously, Dr. Dillon served for 14 years as the John A. and Marian T. Waldhausen professor of surgery and chairman of the Department of Surgery for Penn State College of Medicine and Penn State Health Milton S. Hershey Medical Center.
A graduate of Harvard University in Cambridge, Mass., and Columbia University Vagelos College of Physicians and Surgeons in New York City, Dr. Dillon completed his general surgery residency at NewYork-Presbyterian/Columbia University Irving Medical Center in New York City, where he also completed a fellowship in vascular surgery. He then completed a fellowship in pediatric surgery at NewYork-Presbyterian Morgan Stanley Children's Hospital. Subsequently, he obtained a master’s degree in outcomes and biostatistics from Penn State.
Dr. Dillon’s research and scholarship interests are in surgical quality outcomes, relational coordination, complexity in health care delivery and medical innovation.

Safa Farzin, MD
Senior Vice President, Penn State Health Medical Group, Community Practice DivisionAs senior vice president, Dr. Safa Farzin leads the Penn State Health Medical Group Community Practice Division. His priorities include ensuring providers have the tools they need to provide the highest-quality patient care and supporting a seamless continuum of care from outpatient to inpatient settings across the health system.
Farzin joined Penn State Health in 2019 as vice president for medical affairs and staff development at Penn State Health Hampden Medical Center. In addition to developing the new hospital’s leadership team and clinical services, he was instrumental in collaborating with community physicians in the greater Harrisburg region who will use Hampden Medical Center to care for their patients.
Prior to joining the health system, Farzin served as chief executive officer for the Medical Group of Pennsylvania, the largest independent physician association in central Pennsylvania; vice president of Pulmonary Critical Care Medical Associates, which is now a member of Penn State Health; and director of critical care medicine at UPMC Pinnacle Health.
Board-certified in critical care medicine, Farzin earned his medical degree from St. Georges University School of Medicine, Grenada, West Indies. He then completed an internal medicine residency at UPMC Pinnacle Health System in Harrisburg and a fellowship in critical care medicine at The Miriam Hospital, Providence, R.I.

Jeanette Gibbs, MS
Senior Vice President for Ambulatory Services, Penn State Health Medical GroupAs senior vice president for ambulatory services, Jeanette Gibbs oversees Penn State Health Medical Group’s administrative functions, including staffing, performance, patient experience, quality and safety. Gibbs joined Penn State Health Medical Group in 2018 as vice president for community practice.
She began her career at University of Maryland School of Medicine as division administrator for five clinical divisions and one research center in the Department of Pediatrics. Gibbs then served as assistant administrator for finance and research at Johns Hopkins University School of Medicine’s Neurology and Neurosurgery departments. She was subsequently recruited to Howard University to lead its Faculty Practice Plan. She was promoted to associate vice president of administration and operations, where she oversaw the four Health Sciences colleges and developed operational and administrative efficiencies that provided improved financial outcomes. She later became chief operating officer and chief financial officer for the University of Maryland Community Medical Group.
Gibbs is a member of the Medical Group Management Association, Healthcare Financial Management Association, Health Care Administrators Association and the National Association of Health Services Executives.
She earned a Master of Science in health care administration from the University of Maryland, University College, and a Bachelor of Science in psychology from the University of Maryland, Baltimore County.

Robert E. Harbaugh, MD, FAANS, FACS, FAHA
Senior Vice President, Penn State Health Medical Group, Academic Practice DivisionDr. Robert Harbaugh is senior vice president of Penn State Health Medical Group’s Academic Practice Division.
In 2003, he was the first Penn State College of Medicine graduate to return as a department chair when he was appointed professor and chair of the Department of Neurosurgery. Harbaugh also served as director of the Penn State Institute of the Neurosciences and is a professor of engineering science and mechanics at Penn State.
Before joining the Department of Neurosurgery at the College of Medicine, he served as director of Dartmouth’s Cerebrovascular Disease Center, Neurosurgical Laboratory and neurosurgery residency program.
A past president of the Society of Neurological Surgeons and the American Association of Neurological Surgeons, Harbaugh has also served as director of the American Board of Neurological Surgery and vice president of the American Academy of Neurological Surgery. He is a member of the National Academy of Medicine’s Action Collaborative on Clinician Well-Being and Resilience steering committee and the Accreditation Council for Graduate Medical Education residency review committee for neurosurgery. With a research interest in concussions, Dr. Harbaugh has also served on the National Football League Head, Neck and Spine Committee.
His awards and achievements include being named a University Distinguished Professor of the College of Medicine; Penn State Alumni Fellow; a fellow of the American College of Surgeons, the American Association of Neurological Surgeons and the American Stroke Association; and one of “America's Top Doctors” by U.S. News & World Report. Harbaugh has also served on the board of directors of Penn State Health Milton S. Hershey Medical Center, as well as the Lebanon Valley College and St. Joan of Arc School boards.
After earning his medical degree from Penn State College of Medicine, he completed his general surgery internship and neurological surgery residency at Dartmouth-affiliated hospitals.

Janet Gundling, MBA
Vice President, Penn State Health Medical Group, Community Practice DivisionJanet Gundling is Penn State Health Medical Group’s vice president for community practice, where she is responsible for ensuring a positive patient experience and creating operational efficiencies.
Gundling brings more than 30 years of experience in physician practice management, including 22 years with Hackensack Meridian Health in New Jersey, where she served as vice president of physician services and oversaw the operations of more than 340 practice locations with 1,100 providers and managed $314 million in total revenue. She served as administrator for an obstetrics and gynecology practice before joining Hackensack Meridian Health.
Gundling began her career in health care administration with Penn State Health St. Joseph Medical Center in Reading, Pa., and later joined Susquehanna Health System in Williamsport, Pa. She is an active member of the Medical Group Management Association and the American College of Healthcare Executives.
She earned a master’s degree in business administration from Saint Joseph’s University in Philadelphia and a bachelor’s degree in health planning and administration from Penn State.

Stephen Speece
Vice President, Penn State Health Medical Group, Academic Practice DivisionAs vice president of Penn State Health Medical Group’s Academic Practice Division, Stephen Speece oversees administrative and practice operations, coordination and communication with Hershey Medical Center leadership and academic providers and the enhancement of the patient and family experience.
Speece has more than 25 years of health care leadership experience in hospital and physician practice environments, most recently as senior director of Ambulatory Operations and Performance for Penn State Health Medical Group, Community Practice Division. In this role, he created and organized the division’s Operations and Safety Committee, built the infrastructure to onboard physicians and staff, and created an evaluation and reporting structure to support standard quality reporting and performance across three geographical regions.
Speece, who joined the health system in 2006, also served as administrative director of the Centre County Region for Penn State Health Medical Group, Academic Practice Division, and outpatient director for Penn State Health Medical Group.
A U.S. Air Force veteran, Speece’s early career included serving as deputy chief of the Office of the Air Force Surgeon General, Medical Financial Programming Division, and chief financial officer for Tyndall Air Force Base Hospital in Florida.
A graduate of Virginia Commonwealth University, Richmond, Va., Speece earned a master’s degree in health administration. He also holds a bachelor’s degree in business management from Wilmington University, New Castle, Del., and an associate degree in administrative management from the Community College of the Air Force, Montgomery, Ala.
He is an active member of the Medical Group Management Association, the American College of Healthcare Executives, Retired Military Officers Association and the American Society of Military Comptrollers.
