SUMMARY OF POSITION:

Provides leadership, on a regional level to multiple Penn State Health (PSH) hospitals. Plans, organizes, directs and controls activities of the Lancaster Medical Center and St. Joseph Regional Health Network Facilities Departments to include oversight of maintenance, plant engineering, waste processing, grounds, environmental compliance, and sustainability services as prescribed by professional standards. Responsible for directing, planning, organizing, and administering the hospitals’ facility operations, equipment operations, maintenance and repair activities, preventative maintenance program, physical plant operations, coordination of capital construction and renovation projects, and outside related vendors. Responsible for preparation of departmental budgets. Develops goals and objectives for the department. Develops a team-oriented and innovative work atmosphere to support the organizational missions, goals and initiatives while improving efficiencies, reducing costs, meeting regulatory requirements and delivering high quality facilities services with best practice and sustainability considerations. Assists Senior Leaders in defining organizational goals and strategic plans.


ESSENTIAL DUTIES: The percentage of time spent performing essential functions is 95%. Qualified individuals must have the ability (with or without reasonable accommodation) to perform the following duties: 

  • Analyzes responsibilities considering system policies, accreditation requirements, etc., and establishes priorities among key objectives. 
  • Structures alternative courses of action to handle unexpected events in a timely fashion.
  • Sets short term and long-term objectives which maximize system effectiveness utilizing defined human and fiscal resources. 
  • Oversees the approach to continuous compliance for Joint Commission, OSHA, and other Federal Agency standards as they relate to facilities departments. 
  • Monitors flow and quality of work to assure timely completion of workload and adherence to facility’s standards and regulations using computerized programs for preventive and corrective maintenance, major maintenance projects, financial management, and energy controls. 
  • Oversees administration of preventative maintenance programs to ensure uninterrupted operation of the entire physical plant. 
  • Develops and oversees the prioritization process for the timely completion of assigned work and adherence to standards of quality control in consult with the specific hospital maintenance team, recommends the repair or replacement of equipment or additions to equipment or physical plant as necessary. 
  • Oversees the selection and monitoring of outside vendors of products and services. 
  • Reviews and monitors the schedule for maintenance work and reports to the hospital any conditions that may cause delay in the completion of projects. 
  • Develops performance standards and approaches, reviews, negotiates and provides oversite for numerous contacts for building systems to include; elevator services, building controls, major equipment service, water treatment, fire systems, etc. 
  • Ensures maintenance of accurate records of work drawings, purchase orders, vendors and expenses. 
  • Ensures maintenance of inventory of parts and supplies to maximize the operational readiness of hospital building systems and equipment with due respect to the limitations of cost, regulations and relative priorities. 
  • Coordinates requests from contractors for infection control risk assessment, pedestrian and vehicular traffic changes, as well as all temporary and/or extended necessary shutdowns of all utility services which would affect the operations of the facility. 
  • Arranges for necessary permits, materials, equipment and tools for maintenance and operations work by hospital staff. 
  • Participates in the hospital Safety Committee. 
  • Responsible for developing and monitoring annual operating budgets, which includes personnel, equipment, materials and supply needs. 
  • Minimizes expenditures by identifying cost effective alternatives for purchasing equipment and supplies. 
  • Operates within accepted budgets while ensuring maintenance of quality of care, licensure, accreditation and code regulation. 
  • Responsible for assisting in the development of a capital projects list for the annual budget process to be reviewed by administration. 
  • Effectively conveys system policy, explains procedures and disseminates information to employees, relevant administrators, medical staff members and other system personnel.
  • Promotes a positive image for Penn State Health in contacts with the public. 
  • Maintains records in an orderly manner. 
  • Conducts regular meetings with direct reports to keep current on areas of responsibility to include personnel, projects, operations, budget, workload, challenges, opportunities and innovations.
  • Coaches, mentors, leads and trains direct reports in areas of communication, customer service, and in creating a culture of service excellence and accountability.


MINIMUM QUALIFICATION(S):

  • Bachelor's Degree in an Engineering field, Architecture, Facilities Management, or related field. 
  • Seven (7) years of progressively responsible experience in managing plant operations required. 
  • Five (5) years of management experience required. 
  • At least three (3) years of experience of Project Management in a healthcare setting required.
  • Certified Healthcare Facility Manager (CHFM)

PREFERRED QUALIFICATION(S):

  • Certified Healthcare Constructor (CHC) certification preferred or obtained within two (2) years of hire.
