SUMMARY OF POSITION:
Lead the most strategic, high-risk, and complex Information Technology projects impacting enterprise core business processes, reputation and/or revenue, involving simultaneous organizational, process, and information technology transformation. Drive project team performance, motivation, and outcomes in a dynamically changing environment where business rules may be subject to interpretation. Mentor, coach, evaluate, and train more junior project leaders in their adoption of project methodology(s) and toolsets. Serve as lead contributor to the development and ongoing enhancement of the enterprise IT project management methodology(s), processes, and toolsets, involving various approaches for managing project activities, including: lean, iterative, incremental, and phase approaches. Lead diverse project teams of internal and external stakeholders, at manager and executive levels.
ESSENTIAL DUTIES: The percentage of time spent performing essential functions is 95%. Qualified individuals must have the ability (with or without reasonable accommodation) to perform the following duties:
- Lead the most strategic, high-risk, and complex Information Technology projects impacting enterprise core business processes reputation, and/or revenue, and involving simultaneous organizational, process, and information technology transformation.
- Drive project team performance, motivation, and outcomes in a dynamically changing environment where business rules may be subject to interpretation.
- Lead project team in its understanding and application of the enterprise IT project methodologies.
- Maintain and apply knowledge of applicable industry regulations, industry best practices, in IT and project management and the enterprise IT applications and service portfolios to propose innovative and congruent solutions.
- Lead system acquisition analysis including the development and review of RFI/RFPs; manage complex vendor contracts and sourcing arrangements within projects Identify necessary management structures for projects, and secure the management involvement required.
- Mentor, coach, evaluate, and train more junior project leaders in their adoption of project methodology and related toolsets.
- Lead team discussions in development and evolution of the enterprise IT project management methodology(s), processes, and toolsets, using various approaches for managing project activities, including: lean, iterative, incremental, and phased approaches.
- Create awareness of process opportunities by leading structured internal assessments, industry best-practice analysis, and SWOT analyses (strengths, weaknesses, opportunities, threats).
- Assist IT Leadership and Program Managers to identify opportunities for the alignment of projects within the IT projects portfolio to advance strategic business and IT initiatives, advance technology architecture programs, and realize project synergies.
- Serve as lead contributor to the development and ongoing enhancement of the enterprise IT project management methodology, processes, and toolsets. Lead project teams involving: management and executive leadership within IT and the institution, representatives from strategic business partners, outside contractors, and vendors towards project or organizational strategy.
- Participate ad-hoc in the IT and enterprise strategic planning processes.
- Develop and maintain productive customer relationships in alignment with vision and values of the organization.
- Recommend policies and procedures to improve workflow and service delivery.
- Responsible to promote best practices in team dynamics, Project Management, Information Technology, Customer Service, Portfolio management, and Enterprise Leadership.
MINIMUM QUALIFICATION(S):
- Bachelor's degree plus 8 years related experience or 12 years total of related experience managing complex enterprise projects involving significant technology and organizational change required
- Experience leading transformational (combined technology and business process redesign) projects required
- Demonstrated excellence and consistent growth in IT, including successful completion of rotational assignments in multiple IT areas encompassing infrastructure and application responsibilities required
- Experience using structured project management methodology required
PREFERRED QUALIFICATION(S):
- Experience in healthcare, multiple IT disciplines, and/or staff management preferred
- Experience with both Waterfall and Agile project methodologies is preferred
- Current project management certification preferred
