SUMMARY OF POSITION:
Responsible to manage facilities construction projects, maintenance and renewal of the off-campus leased practice sites of the Penn State Hershey Medical Group, and other non-Medical Group leased properties as necessary. Areas of responsibilities include monitoring and standardization of building services, management of lease obligations, regulatory compliance, and environmental health monitoring and contract management.
ESSENTIAL DUTIES: The percentage of time spent performing essential functions is 95%. Qualified individuals must have the ability (with or without reasonable accommodation) to perform the following duties:
- Responsible for building condition assessment, appropriate funding levels and prioritization of needs, long-term planning, project implementation and management and budget reporting.
- Responsible for building operations management, including: coordination of all physical and/or instructive activities with practice site directors, serving as the primary contact for major building issues, and serving as the liaison between vendors and practice site directors for all building concerns.
- Establish requirements for housekeeping and other maintenance agreements, monitor service levels, competitive solicitation of services and standardizations across properties.
- Responsible for indoor air quality, water incursions, temperature and humidity issues, electrical and plumbing issues, exterior property damage and other disasters.
- Maintains and coordinates lease terms, vendor agreements, capital expenditures, short and long-term renewal plans, risk assessment and service levels. *Responsible for utilities and energy management. Develop and implement cost efficiency programs.
- Engages with property managers (landlords) to ensure compliance with lease terms (both owner and tenant), and assists with the development and application of consistent lease terms.
- Maintains and implements ADA/Joint Commission/DOH/OSHA standards, ensuring consistency across properties and the reporting of findings to management. Performs regular site visits and surveys of off-campus properties. Prepares annual budgeting of capital and operating expenses related to facilities.
KNOWLEDGE, SKILLS &ABILITIES:
- General knowledge of carpentry, electrical, HVAC, mechanical and plumbing required.
- Ability to read and interpret detailed building designs required.
- General knowledge of local building codes and other government regulations required.
- Basic computer knowledge, including MS Office, email and internet required.
- Ability to work independently and act in good judgment on behalf of the Medical Center required.
MINIMUM QUALIFICATION(S):
- Bachelor's degree in Engineering, Construction Management, Architecture or related field.
- Minimum four (4) years experience in the fields of design, carpentry, HVAC, mechanicals, plumbing or electrical required.
